Sepp Blatter wants to scrap penalty shootouts in time for World Cup 2010.
"Football is a team sport and penalties are not about a team, they are about individuals," he said.
His new plan is to play golden goal with teams gradually removing players, and to replay the World Cup final.
Blatter's normally an old fool, but maybe he's onto something this time.
